He was ridiculously OP before the 9.3 changes now hes hot garbage with meta changes. Not sure if a buff would help, rather than shift power more towards early games. Lower grove time or cost at early levels, same late (8+), or higher HP5, less hp5 growth to keep him power neutral but accommodate the loss of level speed

factually statistically false. He was always an extra support for the ADC, and which ADCs are picked havent even changed except Ashe and Xayah aren't soft trolling. Ivern's strength isn't just in playing support, it's in his counterjungle prowess since he only needs 3 seconds and a smite charge to steal away buffs. Stealing away a camp doesn't set back junglers enough anymore, because they're losing a smaller amount of XP and catch-up XP insures they'll end up matching Ivern either way just with ~80-100g less. Meanwhile he can be easily invaded and can't contest camps that don't have a grove channeling on it so it's easier for him to fall behind in gold than it is for him to make the other jungler as useless as he is.

Ivern went from anywhere between 4th and absolute strongest Jungler in the game to C- tier in one patch, He's garbage right now because of the jungle meta changes.

It's honestly just his kit is not very good. He's so vulnerable to invades and pressure from the opposing jungler it just doesn't feel good to play him.

Crit ADCs and enchanters made their way back to meta in this patch, jungle exp got nerfed (ivern doesn't give a fuck about exp, he doesn't need exp to be a peelbitch for ADC), Ivern just got double buffed. Indirectly, but buffed.
