Consider this. Nocturne can only fear one person. Because Shaco can have multiple boxes (which are also invisible), he can fear (hard cc) multiple enemies at once. Also Nocturne's fear doesn't activate instantly (you can run to your tower or something before you're actually feared). Shaco's fear is instant and the boxes have very good range. His slow isn't even a skillshot (like other slows). He just gets close to you and presses a button. And it's on a pretty short cooldown. Also Shaco's stealth is on a very short cooldown. Other assassins with stealth (Rengar, Kha'zix Talon, etc) have it on a much longer cooldown.

I still don't understand how this makes him op. And I would also like to point out that the fear from the boxes is not instant. He can't just run up to you throw down a box and you will be feared.

Nocturne (and Fiddlesticks) actually put themselves in danger when they fear someone. They can't just hide in stealth, bush or wherever and wait for someone. In order for them to get the fear off you have to get really close, and chances are teammates will be nearby to help. And they can only fear one person at a time. Shaco's boxes have 425 range. They are extremely safe and effective, and they last for a long time.
