@Riot, you mishandled the Alistar's nerf in 4.15 (Rough Math Inside + Suggestion)
You removed the Auto-Attack that you could get off after using Headbutt, which was a big reason people were playing him in the Top Lane at all. You could rush Sheen and then trade with W ---> Sheen Auto with limited counterplay. Taking that Auto-Attack away entirely, however, removed a lot of Alistar's power as a Solo Lane Champion.
What do I suggest? Allow Headbutt to apply on-hit effects. Hydra, Shiv, Sheen, lifesteal, crit, etc. Treat the W itself as an Auto-Attack so that you can still trade similarly to how he used to be able to, but you'd still be removing the Auto-Attack damage itself.
E.g. Fixed Variables Level 5 With Rank 1 W Total AD: ~65 Total AP: 25 55 Base Magic Damage on W 70% AP Ratio Magic Damage on W Sheen
Old Alistar:
Total Damage from W ---> Auto Combo= W Damage + Auto-Attack Damage + Sheen Damage = (55+25 x 0.7) + 65 + 65 = 202.5 Mixed Damaged (Before Resistances and not taking into account Alistar's Runes or Masteries)
Current Alistar: Total Damage from W = Base Magic Damage + AP Ratio = 55 + 0.7 x 25 = 72.5 Magic Damage
My Proposed Alistar: Total Damage from W and Sheen Proc = Base Magic Damage + AP Ratio + Sheen Damage = 55 + 0.7 x 25 + 65 = 137.5 Mixed Damage
By making my proposed changes, you find middle ground between Alistar when he was a strong, viable Top Lane Champion and now where Top Lane Alistar is a rare encounter.
