Ranged off-tanks: can they have a counterpart to titanic hydra?

Unless one considers Wit's End to be it. I think durable, sustained, moderate damage+utility ranged champs would be a great way to develop the game.

What champions are ranged off-tanks?

I feel like that's a super small category, particularly if you're focusing on AD/AA heavy items.

There are none intended to be off-tanks, but people like Quinn or Urgot can be built bruiser and basically be ranged Garens. So it's be cool if new champs and items could be done with that play style in mind.

No, they actually have quite a few mana problems given they have to spam their spells since those bring less utility than a norml bruiser's.

The only ranged tank is Vladimir, and he's an AP user.

Others can be built off-tank, and more could exist and be healthy in the game, if there was an adequate item environment.
