There's never a team composition where you think to yourself "Man, Graves would be perfect here. That's what this team really needs to round it out right now."

Graves is still such a poor pick. His sole role is to contribute no utility, no CC, average amounts of damage and above-average sieging for a jungler.

His W is one of the strongest skills in the game and meta shifts happen. Whenever he is strong he is crowding out literally every other jungler. Him being "just ok" is perfectly fine for now.
