Swifties+Alacrity is a serious problem.

Namely, it just adds too much flat MS into the game. Because of how MS works in this game, having so much flat MS in the game being so easily accessible multiplies the value of %MS boosts which are very common. Combining that with the slow resist on swifites and the slow resistance in the resolve tree gives us with a bunch of bruisers that are insanely fast at all times that are also very resistant to slows. It honestly creates an MS arms race where any champion that has Swifites+Alacrity is both uncatchable and inescapable unless you also have them. It's so strong that lots of champions are even rushing Swifites first item because it turns out you don't even need many combat stats when you can simply run away from any unfavorable trade or duel. I'm aware that Swiftes are being nerfed on the PBE but I don't feel like it will be enough; champions really weren't designed to be this consistently fast in combat and slows definitely weren't designed with slow reduction being this ubiquitous.

I like swifties, but yeah, it can be a problem on certain champions, but they are also good on champs that are heavily immobile, so it is a duality. It is just about increasing it's cost.

It was an old problem any ways, I use them from S4 in champs like Varus or Ashe, I have seen them on MF too (and it is really annoying on her).

I do not think Riot will do anything to it's stats, so you just have to deal with it.

I used to run them on Xerath some times, because they reduced his Q auto slow (and I still run them on Varus), and allowed me to land better Q's (by trading the MPen from Sorcs), but with the massive lag I now suffer (I live in Venezuela... pls), I now only play AA based champs, until I get a better connection or until I get out of this sh-tty country I live in.

I thought %MS boosts (except MasterYi and Quinn's ults) scaled off of base MS only? Or am I mistaken.

My understanding is that MS is Flat MS x %MS boosts, so getting a higher flat MS makes any % boosts you have more powerful. Obviously there's some diminishing returns because of the soft caps on MS but it still makes a big difference.

I believe problem itself started with ADC itemisation rework. Just look - every ADC gets MS on their core items, not to mention most of them have great escape tools. Mages have got MS on Lich Bane and Echo, and what melee champions have? Only Dead Man Plate, even triforce was nerfed. So its just the way it is.
