Tahm Kench's Passive

I play Tahm Kench in the jungle quite a bit and this has always kind of bugged me: Why doesnt Tahm Kench's passive affect jungle monsters? Like the part that interacts with his Q? Shouldnt I be able to stun the gromp or the blue buff monster?

That wouuld help with his clear and stuff, but the problem is that that isnt a QoL change that he needs because he clears just fine. So it makes sense, but probably wont ever happen.
