The way champ select works causes toxicity

I literally just banned Galio in a game to get my teammate or an enemy player to dodge, and then dodged when nobody else would so I would get the role I wanted. Guess what, after the dodge timer, I got my role. There will never be any consequences for that toxic action, and I got what I wanted.

Any system that encourages people to be a pain to others for their own benefit is a VERY flawed system.

There is a massive issue over people constantly dodging when autofilled. This system needs to change, either to not reward people for dodging when they don't get their role or to simply guarantee that they get the role they want. People who want shorter queue times should be able to queue up for whatever position they want, and those who want their role can just deal with the longer queue.

That problem would exist in the old draft system as well. If they didn't like the pick order, they would dodge.
