What if Lissandra's Passive could be lowered by CD reduction?

This seems like a nice late game minor buff that could help her become a little more popular and viable. Her win rate and play rate have been a little below average for a while even though I think that her lane phase is fairly healthy. Part of her problem is that you have to build CDR, mana, tankiness and AP somehow with her (most pure glass cannon builds don't suit her playstyle very well imo). By allowing her passive to be influenced by CDR, you can focus less on buying raw mana or mana regen and itemize better for late game where she isn't the strongest mage. This seems like a buff that wouldn't make her very overpowered because the most it would be giving her is a bit more mana 15+ minutes into the game.

Ideally, Lissandra could just be given a new passive altogether and not just be stuck with one that gives her more mana just to offset her high mana costs. This would probably be a better long term solution for her but I think my first suggestion would be effective in the short term.

I've never seen anyone complain about Lissandra's mana costs in the late game, how would this 'buff' change anything?

Nobody complains about it because most people build rod of ages early on so they don't have to worry about mana once completed. If she was given this buff she could build other items that offered early cooldown or better AP instead thus making her stronger. Instead of Rod of Ages you could build Zhonya's or Abyssal and feel better about it.

I agree. Her passive is relatively weak considering you have to burn all of your mana to even get it to work. If not rework it, at least lower it from 18 seconds to 12 seconds (like Xerath's).

I like the idea but rod of ages is still near essential on her so she can survive a passive that gave her added durability would make her less dependent on rod

Rod of Ages wouldn't be essential if her mana issues were better. She could use liandry's instead where she is getting similar health and AP and more damage through both magic penetration and the passive which gives her the 4% bonus damage to movement impaired champs.

You mean like Morellonomicon which gives cooldown, more AP up-front, AND solves mana problems? Why doesn't she just build that?

I'm pretty sure people buy RoA for the mix of damage and durability on a mage that tends to need to get a little closer to the action than most mages, with the mana as a secondary benefit.

Lissandra's Q costs 80 mana and her kit requires you to use it a lot. The mana from Rod of Ages is really important imo. I agree that morellonomicon is also a good item but you sacrifice that health for cooldown if you build it first, which is fine depending on your playstyle. That's kind of my point though. You are always having to sacrifice something with Lissandra builds and a small nudge like this in her mana regen would let you focus more on health, cd, and AP items and not as much on mana/regen items. Building early cooldown would essentially give you better mana regen as well with this proposal.

You know it's kind of desired that you don't get absolutely everything you need on a single item? The game is supposed to give you meaningful choices with tradeoffs.

Nobody was advocating that champions should get "everything" in an item. Lissandra builds usually involve getting Zhonya's for the active, armor CD and AP, abyssal for the passive, MR, CD and AP, ROA for the health, AP and Mana, and boots for the CD and movement speed. Those are 4 items that all have different stats that help her tremendously. To say that a minimal amount of CD on her passive for better mana situations in late game would make it so she could get one item that gave her everything she needs is an exaggeration that belittles your argument. If you argued that she should be having to buying 4 items instead of 3 to achieve her desired statistics to hit her power spike because she would otherwise be too strong, I would consider your point, but you escalated the conversation with hyperbole to make it difficult to respond with a reasonable counter point.

You really want Lissandra buffs? Wasnt she one of the top cancers few months ago? What changed back then?

she needs a new passive, it pretty much becomes useless 10 min+ in the game due to item 3802 item 3010 being built. Like give her a passive that increases her output if you hard cc them or something.
