make the halfed lifesteal apply to monsters too instead of just minions

this mastery isnt good on any champ besides nasus right now in higher elo

When the change came through I thought it would be a nice little extra sustain in the jungle for champs like Tryndamere or Yi and felt like an idiot when it didn't work...

I don't know why it doesn't apply to monsters.

Or you know, make it a normalized lifesteal (not-halved) and make it apply to anything...Cause it's currently absolute garbage. It would probably still need more.
