What does the passive "haste" do on the pbe mage itens

It says "this item receives an additional 10% cdr" does that mean the item has 20% cdr or 10% cdr and the item active has a 10% cooldown reduction

The items have 10% cdr and the unique passive gives another 10%. so that you cant just get 2 of them for 40% since its unique I guess.

Each item is meant to be a replacement for item 3165 but for different champs and situations, right? This item has a Unique Passive of 20% CDR but it's a general item and nearly all mages build it.

The 'Haste' CDR is a unique one so while you will be building at least 1 of the new items/builds with their 10% CDR and the extra Haste passive giving 20% in total, essentially replacing the 'lost' CDR without Morellonomicon. Any additional items will only give the 10% on the items, not the unique one. It's so you don't just build 2 of those items and get 40% CDR but they are still useful if you want more than one.

Each item gives 20% but if you buy another one, you wont get the extra unique passive 10%.
