He can either be extremely viable in everything and therefore picked a lot or downright suck in all fields. Because he doesn't have a thing that would define him even slightly "niche". He has everything ADC players desire for. Your goal as Riot Games is to bring him down from being FOTM almost every month. That means, drastically changing him, no matter whether lucian mains would like it or not.
Sir Hammerlock3 votesYeah, I think Lucian needs a tweak or rework to his kit, at the moment it's just too "one trick", as you stated, he's either so powerful he's the only choice, or so weak he's useless. Lucian has never had an inbetween.
As it stands right now, he's just insanely too strong. This new GB+Cleaver build for him gives him tankyness, hypercarry-status and the ability to completely shred people with his ult while staying safe.
Right now, learning Lucian and maining him is basically freelo. Doesn't help he's been one of the top ADCs for almost an entire year now.

Sivir doesn't have kill threat in lane, or 1v1 dueling potential. Don't get me wrong, she's also strong af, but in a very different way than lucian.

Vayne, her laughing at both tanks and skillshots, Graves, his tankyness and in-your-face attitude. Tristana, oh god the resets, Ashe, that ult, Varus, the dildo, Kalista, the new queen of kiting, Quinn, the master of map rotations mf, for that wombo combo corki, them rockets everywhere, kogmaw, the melter of everything, urgot, the tank, Draven - when you really do want to be THAT awesome.
