are less tanks and more bruisers (or a jugg in the case of cho!) I guess first we would need to define which champions are actual tanks and which ones are bruisers though. Really muddy line.
Wouldn't that make the tanks more homogenized than the class already is?
If you do that then what's the point of picking any tank except the one with the highest numbers?
Would that include Ornn and his shield?
Maokai is very much a tank.
Different tanks have different forms of surviving, Zac with his heal and revive, Maokai with his heal, Ornn, Sejuani, Malphite, and Poppy mostly through flat resists. Shielding is not the only form of tank windows (though I do miss Ornn’s shield).

I like this idea a lot. Biggest issue with tank meta was not the fact they were tank it was that they were tank AND did the big damages over a SHORT amount of time. Increase the time tanks deal damage and survive longer. give them a neiche in longer fights over this Regen tank short trades bullshit(I'm looking at you warmogs).

So we're just ignoring that Sion actually does hurt more than most tanks? Which is generally because all of his abilities are super telegraphed and easier to play around than other tanks?

Nope. The assassin and bruiser overlords have deemed tanks to be useless and so rito shall allow them to remain.
Zac doesn't need a shield - he has passive.
Mundo doesn't really need a shield - he has passive, ult, and healing from minion kills with Q.
even if you build full tank on any of the 3 you describe as "less tanks" they have built in sustainability in place of big shields.
Even with Braum and Leona...as much as it'd suit their kits to have big damage shields, all the damage reduction within their "shields" (that don't really actually block damage) is enough. I don't feel like we need some large blanket rework like this.
