The only other ADC who can do the same is Sivir which you'll noticed is also quite controversial. The champ in itself isn't OP - they allow their team to be stronger. Nothing wrong with that. On the other hand, Azir is oppressive on his own with zero reliance on his team.

Everyone exaggurates Azir's laning phase to ridiculous degrees, but this is just pushing it.
