It seems like part of the problem is that the 30% max HP part incentivizes being tanky when you build it because it effectively makes the item stronger on tanks.

but bruisers do. though honestly im not sure it really should grant ad.
if adc want to become burst resistant, they should give up damage for the additional defense. after all, being vulnerable to burst is supposed to be their intended weaknesses.
i find it incredibly dangerous to give marksmen a passive tool to survive burst, without making them pay with reduced damage. it removes their inteded counterplay.
