Does Randuin's and Frozen Heart Passives stack?
The AoE passive frozen Heart AS reduction is 15% Randuin's passive is the attacker loses 15%.
Does that mean that the attacker loses 30% AS?

If it has the same UNIQUE passive then it doesn't stack.

will automatically reduce nearby enemy attack speed because it is an aura effect.
While 
will only reduce the attack speed of enemies that are auto attacking you, and is a passive effect unlike Frozen Heart's aura effect.
They both can have an effect at the same time.
Yes, but even better; The 30% is not like 30% from items, its 30% total.... so if a Miss Fortune has a total of 250% attack speed (or whatever), the -30% would be -75% attack speed rather than -30%. Do you understand? it rapes their ASPD incredibly hard so comboing the items is actually doubly effective.
Try it and watch ADC cry.
I believe it stacks multiplicatively so its less than 30% but they do stack.
