Well designed, why even have creeps, just make it like HoTS where you don't even need CS.

She's not going to have as much gold as the ADC unless the ADC is far behind while she isn't for some reason; and obviously she doesn't need to CS if she's supporting. The rest of the team can't just get Coin and not CS.
She actually have to go where the minions die to get the coins. Wich offer counterplayer to enemy team to zone her from coins or engage when she goes to catch gold. This item is fair and actually is more interactive than old coin.
If Janna sits back and literally does nothing, ganf up 2v1 on her adc and win lane. That simple
