it's basically just a net neutral every time; if I pop his ult and it takes him away from me, i can't chase or finish him off because my spells are all on cooldowns, and his CDs will be up before mine usually

so how do i even outplay this guy?

In lane Ekko will probably wait till you're in a vulnerable position (abilities down or too deep in a minion wave) to E Q AA you and run away, the only way to stop that from happening is forcing Ekko into a vulnerable position too. Early game Talon's W is on a 9 second cooldown while Ekko's E is on an 11 second cooldown this gives you two seconds to land a full combo before his E is up again, it may not sound like much but Ekko is extremely weak when his abilities are down in the laning phase since he can't land a full passive proc to make the trade even. Also whenever Ekko throws his Q out and doesn't tag you with it he can't proc his passive if you engage on him guaranteeing you the trade.
