Why not softcapping IBG instead of nerfing Rammus

The armor scaling on IBG, if balanced correctly, could be the ultimate way to stop Ez from being so good with it. However, if it has no cap, we find ourselves with armor-oriented tanks having a slow field the size of a lane lategame. So what about softcapping it? Past 250 armor, the scaling is halved.

This should IMO allow to revert the Rammus nerfs.
