Why doesn't Corki's E lock his aim like newer channel-while-moving skills?

Is there a balance-related reason for this, or is it just because Corki's an older champion?

Don't tell me it's because planes can't fly in reverse either. We still have champions with no feet buying boots.

Rumble's Q works the same as Corki. I feel like it's fine.

Corki's E is designed to hit a target in front of his current facing.

It is much closer to Rumble's Q in functionality than any of the abilities you listed.
