New champions in ranked

I think Riot should implement a ban on all new champions in ranked for 30 days. A new champ is released and all the noobs and trolls take him or her into ranked without any practice. I think this would be a great idea to get people to actually practice before doing ranked. Trying to climb up ranked is hard enough without this aggravation.
