Smurfs and boosters are an insane problem

In the last month i legit had AT LEAST one game per day with smurfs solo carrying games or boosters doing basically the same.

This is a huge problem because it removes fun and challenge from the match, and i don't honestly think people should be allowed to have smurfs with only 17 champs that instalock their favourite champ and troll if they don't get what they want.

Fix this, it's becoming unbearable.
