Why am I regularly encountering ~40% win rate S7 Platinum players at Platinum+?

I ended last season at Platinum I and I placed Gold III after going 8-2 in placements.

I'm now regularly encountering other players who have very low win rates this season (40-45%), but are somehow still at Platinum III+, and often in promos. They play like boosted monkeys; my last game had a 0-12-1 Vayne with 41% win rate, for example.

What's up with this? This makes absolutely no sense, and the volume of these players is insanely high.

I just encountered a Platinum II player who has 29% win rate this season and ended last season at Platinum II. They also had ~45% win rate last season. How is this player Platinum II in this season with a 29% win rate?
