Xayah and Rakan's synergy was cute and all but can i not be punished for banning one of them

Serious just balance them as separate individuals, playing against both of them at once has to be the most miserable experiance in laning phase, you can't trade because Xayah's W having double value just outtrades you almost every time and Rakan can engage on you from half a lane away because of his E range being doubled.

And i get they are supposed to be a couple who works well together but they already do without these bonuses, you can't just release two champions balance them to be good on their own and then give them a bonus for being picked together it just becomes a oppressive duo if the enemy gets their hands on them.

Finally i also understand pick and ban phase are part of the game too but having priority bans like Fiora and Riven kind overshadow these champions and make it so if you don't pick them first you run the risk of just getting smashed because you felt like playing something that wasn't them.
