Planned Alistar nerfs question

So, honest question here. Why is Alistar set to receive nerfs in 8.24b? Looking at everything, he’s incredibly low on damage dealt, and he’s hovering at 50% (about a 1% deifference between plat+ and dia+ on leagueofgraphs), though with about a 10% rate. Is that the factor here? Is it his synergy wth a particular item or rune? His W-Q and his Ult? I’m genuinely curious because he’s generally a fairly consistent support so it was surprising to me, especially since they already knocked down his Ult damage reduction. Am I missing something here?

This is the first I’m hearing of Alistar nerfs (though finals is keeping me a bit busy) but if I had to guess it’s because Alistar is too consistent with his WQ combo.

Like, in my mind that skill doesn’t really have counterplay beyond the user messing up the combo. This is why Alistar himself can be scary in lane. There are obvious downsides to this however, specifically that both of those abilities have long cooldowns and he’s using them both, making him unable to engage for I think 16 seconds (idk which he maxes first, but the combo cooldown is which ability has the longer cooldown).

Now, idk if he’s all too powerful right now. But if I was to ever nerf Alistar, that combo would be the reason.
