Honestly why not haha at the moment if they build scimitar the counter it completely
the problem is, that any regular fighter or bruiser who builds thornmail gets up to 250 to 300 armor when he really invests into the stat.
unlike malphite who gets more than double. like 600 armor lategame is no problem for him. so if you make thornmail good on regular fighters and tanks with its current passive, it becomes pretty op on rammus and malphite.
they can only fix that by changing the passive again. buff it on everyone else without overtuning it on those 2. only way to do that is to change the scaling.
