When is Kennen going to be made playable?

The only champions he can actually win against in Diamond+ games are those with no form of CC, who have to get in close range. He's unusable in top lane, because everything can either 100 to 0 him if they make contact, or completely out-sustain his damage.

He's 100% unable to touch anything else with a pulse.

Example being this mediocre Viktor I just played against. If I try to CS or auto him, I get a laser directly on top of me. If I want to juke the laser, I have to dance around and miss a CS. If I try to get in range of him, he can just Power Transfer, drop his slow, and move away before I can reach him. He's completely immune to shurikens by standing behind minions.

Basically every match up for Kennen goes like this. He's too weak vs. minion block, and no longer has the raw damage or survivability to hold his own in top lane. Fix Kennen.

Kennen is fun and can be very effective, but definitely needs a buff. His style of play leaves him constantly in danger. Low range/Low AD/Squishy/Toast if stunned.

Whether or not he's good, he's definitely playable. He's just short of 50% win rate in Diamond. Maybe you should rephrase the question to when is he going to be made better than mediocre. That would be a valid question. He seems like a champ due for a rework to me so I doubt much happens before then.

His success in Diamond is because nobody remembers how to play against him or they didn't know in the first place. Players who are new to high rating since S4 generally have a hard time, older players have no problem.

Meh, he's still "playable". I'm not that high on the ELO scale, but your post strikes me as hyperbolic.

And another Azir, standing behind his minions, mashing W + Q any time I try to last hit, while being completely immune to my damage. Very fun lane, so much room for counter play.

I don't use Kennen for purposes of winning lane-phase (although that's still possible even against difficult opponents even though against someone like Azir it is extremely annoying). I usually do it if there's an opportunity for a Wombo-Combo (e.g.: Someone else on my team has a Malphite, Galio, Wu-Kong, etc). Also, ever since this last patch that came out, I seem to have a lot easier time winning & carrying with the recent item-changes.
