it's especially a buff to mid game. bard is getting more meeps, more damage, and he'll be getting his strong slows quicker
with the number of meeps he can get I'm pretty sure that AP and onhit builds will become actual builds. possible he'll be able to utilize Athenes better, too.
he'll probably become immensely powerful when he's able to slow you for up to 9 seconds with meeps alone. wouldn't be surprised if he becomes pick or ban of these go through as is
