Annie vs Pre"compensated" Veigar

Average range : 625 Average Scaling: 81% AP Passive : Stuns all champions hit after 4 spell casts. Q:(4 second cd) Single target spell with high base damage and great scaling. Full mana refund upon killing the target. Cast time: Apparently None. W:(8 second cd) AoE spell with even better base damage and scaling. Cast time: Apparently None. E: (10second cd) Thornmail-like shield that increases pet move speed and grants defensive stats. Cast time: Apparently None. R: (80second cd) AoE spell with great base damage and scaling with a further DoT to enemies close to the summoned pet. Cast time: Apparently None.

Average range : 650 Average scaling : 93% Useless Passive 1% more mana regen per 1% missing mana. Q:(8 second cd) great base damage with ok scaling Single target spell. Gets 1 AP for minion kill and up to 5 max rank for champion kill. Cast time: Apparently None. W: High base damage with inhuman scaling. Cast time: 1.2 seconds... E: AoE Circumference Stun. Cast time: None. R: Single Target nuke with crazy base damage and godlike scaling. Cast time: Apparently None.

If im not mistaken,it seems to me like: They both farm with their Q but Annie arguably does this better,to the point where she can stop using AAs to farm. They both utilize a stun,however Annie has more options making hers far more flexible. They both aim to burst you down to 0 hp,but annie does this in far less time,while veigar can only match her time vs AP carries However... Veigar now has two skillshots. Veigar is far more vulnerable after his stun,due to cooldowns and an actual chance of missing. Veigar has some freakin high cooldowns. Veigar is worse against assassins due to the fact that he requires time to set up to defend/attack. Veigar is pretty much worse at Mage/Support due to lower base damage,lower stun chance. Banshee's veil might completely shut down veigar in a duel.

They seem to have practically the same playstyle to me with veigar falling short in some areas,so can someone explain why Veigar was nerfed over Annie? I just can't get this. LCS popularity maybe?
