OCE request: an "opt in" option for relaxed matchmaking at pre rank levels

So OCE is probably the smallest of all of the LoL servers, and it really shows on our low level queue times. Started a new account so I could play with a mate who just started and we've been forced to grind easy bots as we can't get into anything else.

We tested the waters, and racked up a 26:53 blind pick queue time before getting a game... which was then declined. Aram rocks a 5-10 minute wait and even bots is rather long compared to level 30+ at 3-5 minutes. This is resulting in an extremely painful and boring grind to level 30, to hopefully get better queue times.

Could we opt into unlocked matchmaking? Or at least getting lvl 30+'s in iron-silver? Trying to grind feels so pointless
