On live, every passive proc is an occasion to get 10 seconds off. With the nerf, it's 4,5s of reduction (guessed, not calculated). Great to give him less spells in his combo, but not to nerf his ult's effective cooldown by so much.

In turn, he isn't as oppressive in lane, and has some actual points of weakness. Give and take.

2.4s per spell. 12 seconds total for 5 spells. His ultimate has an 18 second cooldown, and lasts for 6 seconds.
