Why Can't Tahm Use His W And Passive On Monsters?

He'd be a great Jungler if he could an there aren't a lot of reasons not to give him this QoL Buff.

When it comes to his W I can kind of see where it's coming from. Just taking a blue or red with the click of a button to secure it is really powerful. But also consider this - Syndra can do the same with her W, we have seen it a lot at worlds, Nunu could always do the same with his extra smite on his Q and Ivern is now also able to easily secure buffs with his passive - so why isn't Tahm allowed to do the same?

I find the Passive even more confusing. Since the on-hit is only able to stack on champions and not minions or monsters, only support Tahm is viable ( since he doesn't need to attack either of those ) while Tahm top and jungle are taking an absolutely unnecessary hit. Imagine Yi's E wouldn't work on monsters anymore, or Xin's Q. It is just way to central of an ability to take away from him, with no reason to back up why it is like that.

This is a neat idea. His farming is pretty pathetic, no matter what stage of the game. Being able to build up stacks on a minion and then finish them off would help quite a bit. Maybe allow his W to have a very reduced cooldown if he uses it on a minion with full stacks, could allow for some neat combinations, like being able to use it for AOE farm, but still have a chance of using it in trades afterwards.
