Skarner: Max E or Q first?

I'm having a tough time with this one. Here are the stats:

Q - 33 / 36 / 39 / 42 / 45% AD + 33 / 36 / 39 / 42 / 45% AD + 20% AP if empowered 9+1 per point in the skill mana cost per cast 3.5 / 3.25 / 3 / 2.75 / 2.5 cooldown - reduced if hitting champions by 1 second or minions by .25 seconds

E - 40 / 75 / 110 / 145 / 180 (+ 40% AP) magic damage + 25 / 50 / 75 / 100 / 125 physical damage if you proc the mark. 45 / 50 / 55 / 60 / 65% slow 13 / 12.5 / 12 / 11.5 / 11 cooldown - reduced by 1 if Skarner stuns a foe and 1.75 if he uses impale.

I have only listed the scaling stats to do a direct comparison. In my own opinion, as a juggernaut, Skarner probably wants to max E first because it sets up ganks a little bit better with a better slow and has a shorter cooldown. The only benefit of leveling up Q is an increased damage output now that the attack speed and movement speed steroid have been removed. Does the scaling % total AD on Q benefit him more to level first (you have to keep in mind that this is a double ratio with empowered Q (essentially 66% empowered AD rank 1 vs 90% empowered AD rank 5) and the fact that you basically spam this ability when auto-attacking champions at level 5. That is a lot of damage to put out.

The trade off I guess would be if you need more damage early game or more peel and initiate early game.

Thoughts?

Edit: On a side note, I would never max W first because you only gain 1% additional of your total health as a shield per rank and the cooldown only decreases by 0.5 seconds per rank. The final movement bonus only increases by 4% per rank as well.

Q. Better damage. If you land an e they aren't getting away so a higher slow doesn't do much for you

This makes a lot of sense. What good is a slow if you stun them anyway? However there is the 125 bonus damage that you get at rank 5.

E first.

Unless you are getting early AD, maxing Q does nothing more than making it cost more mana. There is no base damage, just a ratio of your AD.

Maxing E lowers it cooldown (which lowers even more when you stun a target) increases the slow, and increases the base and stun damage. Also when you stun a target, you get your passive for a short time.

So until you get some AD, you should be leaving Q at rank 1. When, and if, you get some AD, then you can max Q.

They will hotfix Skarner early next week and likely heavily nerf E's damage. It makes sense now I guess to take advantage of the heavy early game damage from the E-auto combo. Once the nerf goes through, Q will probably be the #1 go-to skill. Honestly, the CC shouldn't do as much damage as it does. Meddler is doing a great job getting feedback from people and agrees that Skarner will be addressed ASAP.

Until we see and try Skarner after the nerf, it still much better to max E first unless you are building early AD.

Max E first until they nerf it.

What do you think they will nerf? I thought the E was the least oppressive part of his kit.
