vlads new e is worse than the old one in almost every way

old e: Max hp cost: 140 max dps: 320 + 45% AP cd: 4.5 sec max sustain increase: 36% range: 610 hits every target no channel time does not slow vlad

new e: max hp cost: 10% hp (costs more at 1400 hp) cd: 5 seconds range: 600 max dps: 180 + 70% ap + 10% hp max slow: 60% for 0.5 seconds 1 second channel slows vlad by 20% when fully channeled can be blocked

So new e loses a huge buff to sustain but picks up a 0.5 second slow which doesn't even matter if you get rylais.

While it does more damage, it also cost more health. If an opponent stacks enough mr this ability is basically useless.

E also no longer benefits from spell vamp since there is no wota.
