Why are there 2 buttons for support?
Why have both fill and support if they are the same thing?

You guys are too dramatic about it. I've gotten ADC more times I picked fill than support.
The one time I tried fill I got jungle.
Its stupid as hell. I pick jungle/support as a jungle main and become support only. I HAVE to pick jungle/mid to even have a chance of getting jungle.
Well I for one am pleased with the fill button. It's give you a chance at ANY role (yes support may the role you fill most) if you choose fill you should be happy with support. Also there are a lot of people who choose support as thier secondary. They would get support as secondary before your fill got it.
