The Real Buffs Fizz, And Other Champions Need

Alright. Let's get this straight. Fizz's cooldowns are ok, his damage is more than enough ok.

The real buffs he could use is lower mana cost on some of his skills. That's what he needs because he goes oom often early game.

While we are at it, can you guys at Riot please buff Hecarim by lowering his mana costs on his skills as well? More specifically his Q. Please do.

Some champions could use those buffs.
