Personal Look at AP Mage Items (Who Will Like What, etc.)
This is just my two cents on the changes. Perhaps these opinions and such could change people's opinions on the item pass.
Hextech Rocket Belt Must Build Mages:

People that enjoy this are those immobile Mages that have super strong initiation moves or are just really close range in general and would love that dash. Kennen and Fiddlesticks in particular love this item and Annie, that annoying little child, is definitely going to become competitively viable once it comes out. Despite those nightmares (although has said they are changing Annie), I like this item since it makes previously forgotten champions like Kennen, Fiddlesticks, and GALIO very viable in a fight.

Some would say burst Mages want this. No. Not really. Burst Mages I think would really want Hextech Gunblade's burst of damage (it's now 300 (+30% AP) magic damage). This would rather be bought by Artillery Mages for aim assist. People like Karthus and Ziggs who have incredible poke but have a hard time hitting it love this item since it maks them be able to hit their crap. Some closer range Mages who might not want Rocket Belt might like it as well to catch up, like Cass. Overall, a decent addition that helps out the likes of Karthus and Ziggs the most.

Tear of the Goddess I'm not doing the champions that want this item thing here since it's not a complete item. The main thing here is the new passive of course, being a 25% mana refund on spells AKA an artifical 25% increase to your mana pool without making Ryze OP. Unlike what most people think, past one big mana regeneration, mana itself is usually what makes you be able to cast more spells since late game you usually have about 1000 mana, which can allow you to use a lot of spells before having to recall or wait a bit out of combat. Tear is basically becoming the "I dont want to run out of mana" item. One Tear right now can make you almost never run OOM unless you absolutely spam spells. This passive is better for mana regeneration fir nearly everyone except maybe people like Tahm Kench with absolutely massive base mana regeneration (currently TK gains 1 mana regen per 5 seconds per level where the average among Mages is 0.75). Basically, get this if you want to still poke without a care.
Catalyst of Aeons A misconception about this item I see is that it is a mana regeneration item, which is wrong. This can provide you with mana, but you are mainly going to buy it for the health sustain. The mana it gives is so you will have the mana to spend to use spells to heal you after taking the damage. This is the sustain replacement after the Spell Vamp removal. Every item this builds into should he treated also as sustain boosters, so keep that in mind. Rod of Ages is now the closest thing to Will of the Ancients now. Manaless people can't use it, so it's really a genius creation that I don't think Riot realizes just how good it is to pride themselves on it. It gives mana spenders Spell Vamp, but not manaless champions.
Most other changes don't provide a ton of changes, even the Lost Chapter since it's mainly just a filler item for Morello to build off now. It's, by the way, a really good item to build early into Morello since it gives a LOT of what a Mage wants early, being a little like a Mage Swiss Army Knife item.
