if you think about it, most lane bullies are very unsafe picks because they lack any real self peel or escape. most obvious ones being the melee

not all ADCs have consistent 650 range during lane phase. infact she is the only one. the point being she is outpoking other ranged champs while also being safe. draven for example is another lanebully, but he cant do much if he is not aggressive, and if he is he gets caught easily. cait on othe other hand can play passive or aggressive and be safe even when playing aggressively.

So far the only thing you've stated regarding her "bullying" is that she has a slight range over other ADC's, but so does kog'maw when he uses his W, so Does Jinx's Q toggle. This doesn't address her "safe bullying".
What exactly makes her bullying safer than Draven's? He has a free speed boost, and a disrupt with his E, Caitlyn can only E back.

games should be won well before a kog or trist gets to lvl 18... at that point you are just failing. it takes EIGHTEEN levels for trist to outrange caits base atk range, that is awful believe it or not especially compared to old trist.

Her back to back headshot crits and lane zoning combined with her range is what makes her a bully. i thought this was obvious? Caits E is essentially Dravens E but it pushes her back to safety. on top of this she can create zones with traps that she can run back to that the jungler or whoever is trying to gank needs to step around in order to get to her. you need to understand that its a combination of things in her kit that makes her safe, not just 1 thing. Traps, range, net all make her a relatively safe laner while also being able to get free harass and chunk 25%-30% HP every time someone steps on a trap.
you need to understand that all cait EVER needs to do is just sit there and farm and passively farm and she will still be able to bully and zone someone with less range because of how her head shots work. no she isnt a hyper carry like twitch is, but she is still right on up there next to him in winrate even AFTER her nerfs. she is also beating lucian by a large margin, yet people are still complaining about him. cait is EASILY in the top 3 ADC spots right now. the other two are twitch and a draven that actually knows how to draven. its ridiculous to say that she is in a "ok" spot and doesnt need further nerfs.
btw, speed boosts hasnt functioned as an "escape" tool in ages...

Cait is too much of a bully though, in that she can lay 5 of her traps under your tower then crit you for a fuckton if you step on one to try to get a cs, thus creating a scenario where you as the adc get almost no farm, or, die. Her traps need to be targetable by towers or triggered by minions, or something, they are the entire reason she is so cancer.
