is there a reason that you cant earn key fragments for champs you dont own?

i feel like this only hurts the new play experiance by shoving them into a position that makes them choose between trying new champs or getting rewards

None at all.

Made a thread about this a while back. There's no excuse for a mastery system not to reward performance, regardless of champ ownership.

Yes the reason is it forces you to play more and save IP or buy them with RP. Money making tactic.
