Let's face it: when you start playing LoL you can REALLY screw up. And I am not talking about playing bad and the like, I am talking about decisions that you can't take back and will hurt your LoL experience for at least several months. I am obviously talking about runes. The justification for their existance alone is rather poor ('customize your champion according to you playstyle' - LOL), but it's execution is even worse. There is no way you can optimize your choice of runes intuitively. In fact there are runes that are plain bad and will never be a good option, but rather a waste of IP - that you can't turn back and since a while not even combine into something more useful. Tier I and II runes are even worse, since they are just a lowlvl trap with literally no usage and purpose.

So what could be done? It's obvious that there will no way runes will be all free/completely removed. However, there is a way to actually make it possible for newbies to try runes themselves - so that they can make their own decision rather than completely relying on sites like mobafire and the like. My proposal is: make T2 runes free - until lvl 30 at least. Everyone could try what actually fits their playstyle rather than feeling the need to buy a full set of Tier 3 runes at lvl 20 in order to compete with everyone else.
