It doesnt super do much... but it has a lot of potentially fun interactions.

Not... particularly? The current passive much the same, if you cared to read it; its essentially 25% HP/5 for every 25% mana/5.
The suggested version gives your HP/5 - a stat that many supports simply dont itemize - as mana regeneration and your mana/5 a heal. Instead of being focused on the mana aspect, its focused on the HP/5 aspect. It also doesnt feed into itself because its a heal over time and not HP/5. Further, this change would make utility items like mikaels crucible attractive on tankier supports and champions instead of on nobody like it is now.
