Can someone clarify something from the patch notes for me?

In the patch notes for Ryze it states the following....

> SUPERCHARGED MASTERY - All buffs (stacks, shield, etc) associated with Arcane Mastery now apply at the beginning of spells' cast time

So is that a good or a bad thing? What exactly does that affect? The only thing I can think of is that the shield will be activated the beginning of the 5th spell cast instead of when it finishes but that's just a fraction of a second difference. Does it affect anything else?

Thanks in advance for doing your part in helping out the dimwitted!

And on a side note, anyone think these overall patches will help Ryze much or you think they need to still do more?

It would mean that you get less time between spells to keep the stacks up, I think. I'm not sure about the reasoning behind this change. Other changes, though, look like straight up buff.

A fraction of a second sooner is usually the difference between blocking an incoming spell, and getting hit by it and having a shield that does nothing afterwards.

Take a look at Kassadin's Q; his magic absorbtion shield used to proc on his Q hit, so in lane he'd always get hit by a ranged attack before his shield came up no matter how fast he reacted. On-cast is way more reliable.

It also means you can get stacks of Arcane Mastery without casting any spells at all by lasthitting then casting W or E on minions right before they die...
