It's not just blue side. I was in a game as Yasuo(bot side) and Akali's(top side) third caster minion gunned me down doing 100 damage before I noticed.

This also happens top side. It's usually the third melee though.

Its not just mid lane, top lane too. Recently just played a game as Gangplank and noticed that one minion just automatically followed me. I tried to run away, but the littler fucker kept following me from the center of the lane all the way back to tower.

I'm playing quite a lot of mid lane lately and also noticed it, and it happens also in red team. One of the melee minions from first wave just aggro you for next 15 seconds no matter how far from them you try to run. It never, ever happened to me before this patch. Yes, minions tended to aggro me if I was too close, but the moment my minion was closer, they were just switching aggro. But now, these assholes can take away 50 hp from you at lvl 1, just because you didn't notice this guy aggro you.

Happens in every lane. He's easy to deal with top, since you can just duck into a bush, but mid... really don't know what's going on with melee minions. sometimes, after killing an enemy minion, they'll just freeze in place for like 3 seconds before joining the rest of the wave. something's definitely fucked up somewhere
