Revert Evelynn Rework

It's been several months and it's safe to say that new Evelynn didn't solve any balance issues with permastealth that old Evelynn had.

Unlike this abomination old Eve had no hard cc or gapclosers, that was the cornerstone of why she was easier to balance. This Eve? Not so much. She feels blatantly unfair to play against and yet weak when you play her. That's why she has such a high banrate despite not having a ridiculous winrate.

She is more of a statcheck champion than ever and most people who play her admit that they're atming at being able to be effecient without having to use their W. The sooner the better. And what do you get then? Pretty much the same old Evelynn but crippled in movespeed and build diversity. Is this not bad enough? Try balancing her, lol. Another buff and she will be back to 60%+ banrate, another nerf and people would stop playing her altogether because she feels insanely weak and has absolutely 0 depth to make up for the lack of damage in other aspects of the game.
