Why can ranged champs clear the jungle taking minimal damage?

I saw UOL do it and had an idea of trying it out with Kog'Maw, Vayne, and some other champs who could benefit from attack speed and they cleared the entire jungle taking minimal damage except at gromp(frog).

Why can they do this? Why does the camp go insane trying to figure out to attack or run back and do that for 5-10 seconds until it dies?

More sustain than a WW jungle because they take almost no damage =/

Because all of the minion camps in the jungle have significantly lower movement speed than champions, making them incredibly susceptible to being kited.

Try invading a ranged champion, if they can't abuse the leashing they generally have shitty clears compared to melees. Most are extremely easy to duel in the jungle, the exception being fiddle if you don't have pre 6 cc and karthus.

I really wish they made the camps reset faster, making ranged champions need ridiculously high AS to do this.

Because of a ranged trick found out in previous seasons with how camps reset at certain ranges. However given the way marksmen scale, their clear time is going to easily be the slowest in the entire game.

Not "Found", Designed

Riot INTENTIONALLY added this feature to allow for "Leashing" because they felt it was a cute way to promote team work

...

Then they added that monsters attack nearest instead of the one that attacked them to reduce the effect of leashing

...

Then they increase spawn times to remove leashing

...

While leaving in the previous feature...

The drawback is clear time. The only way to actually negate jungle damage is to attack outside of the camp's area of aggression. Thus, it runs back and forth between the camp and the ranged champion. However, when the jungle monster runs back to the camp, it regenerates HP. So, although you can clear a camp without taking any real damage you end up spending a lot of time doing that camp that you could have spent getting to lane and farming the wave under your tower.

It's really only done if you don't have a wave to get to as you're running back from base. Or if you're a mid/adc laner and you're soloing red or blue buff.
