Let's update Cleanse and Barrier

It's clear that these two summoner spells are strongly outclassed. Cleanse sounds awesome on paper, helping you get out of tough situations and stunlock combos, but unless you're an extremely tanky character, any hard crowd control is almost always going to result in a death even if it only lasts a split second by cleansing out of it. And all the most tanky characters are going to be running teleport top or smiting in the jungle, leaving cleanse only room over flash which is useful in all the same situations and more.

Barrier's shield is, again, in theory a great counter to grievous wounds. It even blocks more damage than heal restores and has a shorter cooldown. The problem arises in what else heal provides over Barrier. Heal affects two players, healing a total more than barrier protects, and grants a significant speed boost giving it both defensive and offensive uses. Barrier by comparison just falls flat affecting only yourself and only granting a small amount of temporary health that is wasted if the shield doesn't get eaten fully.

So let's talk about these seldom seen summoner spells, and what can be done bring them up to snuff with the others.

My thoughts? I think barrier could be castable onto a targeted ally, self cast if none is targetted, and maybe even have some damage reflection on it, giving similar offensive and defensive uses as heal has.

Cleanse is a harder flx since heal and flash do its job so much better. The only solution I can think of is making the caster completely crowd-control immune for its duration rather than giving 65% tenacity, shortening the duration from 3 seconds to 2. While this certainly won't give it any points against flash, it might find use with tanky supports or skirmisher toplanes that need to push their way into the enemy's face.

My thoughts are to do the same as you brought up for cleanse and to add damage reduction to barrier for a short time meaning that even if it breaks, you are still getting damage reduction.

Any other thoughts? I feel this is a pretty important topic since summoner spells are the real selling point of League that make is stand out to other team strategy games like it.
