It already gives burst mages, like annie, the ability to dash where these champions weakness was always that you could kite them, and besides that it gives these burst mages extra burst. It also becomes a dash, ranged burst, slow when you buy rylais which most mages do.

Zero Skill Tank1 votesDamage proc is what binds the item to short-range mages. If it was a worthwhile buy without them, it would be commonly bought by Lux, Ziggs and the bunch. Which is exactly what nobody wants.
