How would we go about removing A champion

Just a question, what would it take to have a champion removed or simply reworked. If say a vast amount of the community despised a champion for the toxic play style and kit, wouldn't their distaste be enough to warrant changing that champion at the very least? I can think of a few champions in particular which I believe have a terrible public opinion.

From what I remember, Jax was removed and re-instated when Riot had thought of a better way of balancing him instead of just tweaking the numbers ever so slightly.

We have 129 champions in the league and one currently on his way. Would removing one really hurt the game so bad. (Keep in mind Riot is constantly cranking out new champions by the barrels full.)

You can't just remove the champion when many people paid for skins.

champions with outdated kits are getting reworked one by one. ones that seem powerful are getting nerfed. the evolution of balance that is league.

They would never outright remove a champion, though they might nerf them into being excessively weak / unviable if they feel that they are toxic enough.

But, frankly, Riot don't actually care about how the community feel about certain champions. Some have been despised for years and are never touched, while other much-less-hated ones get reworked with haste.
