darius has 46% winrate right now, and people are still banning him like crazy. part of the reasons for that is, that 60% of the people playing this game are sitting in bronze and silver.
they either dont know what else to ban and just keep banning garen/darius/fiora because its simpler than banning around teamcomps (the majority), they dont read patch notes and dont realize he has been nerfed and other champions buffed, or they just hear other people saying that hes broken and they need to ban him.

Win ratio means everything. If champion has high win rate like release Xin , Juggernaut Darius before nerfs(65%) , warwick in preseason (60%).
Kassadin had 65% winrate in Diamond+.
As long as champion is arround 50% winrate he is fairly balanced. Once it goes above 54, u can call it unbalanced.

against her only if you are a great riven player. It is a complete skill matchup but Riven's carry potential is higher than Fiora's so if you go even, Riven is scarier.
