mobi boots just dont feel like a complete item is the thing =/
by buffing the base movement speed to be in line with an actual T2 boot, you make them feel like a complete item.
... also swifites have been nerfed a ton, theyre only 10ms better than almost every other boot to begin with and fill an entirely different niche.
